Propuesta de implementación de SGSST según Ley 29783 para reducción de riesgos laborales en Empresa MLS Ingeniería y Servicios EIRL

Abstract

La presente investigación tuvo por objetivo determinar el impacto de una propuesta de implementación de SGSST de acuerdo a Ley 29783 para lograr la reducción de riesgos laborales en empresa MLS Ingeniería y Servicios EIRL.La metodología de trabajo, según propósito es aplicada y según diseño de investigación es preexperimental, la muestra estuvo conformada por los indicadores de riesgo en todas las obras durante 2017-2018.Se utilizó la ficha de observación y la ficha de cumplimiento como instrumento de recolección de datos.Respecto a los resultados se concluyó que los factores de riesgos laborales en la empresa en la empresa MLS Ingeniería y Servicios EIRL durante el 2017 a pesar de su cumplimiento de la Ley 29783 fueron formal dentro de las obras, no había constancia de seguimiento por parte de los supervisores, existiendo una falta de control en tiempo real de la empresa.Existía variabilidad en el IPERC según avance de los diferentes proyectos productivos, los incidentes se corregían después de su ocurrencia, lo cual debía preverse antes.El nivel de frecuencia mensual durante el año 2017 fue de 136.23, el promedio de severidad fue 2,047.72 y promedio mensual de accidentabilidad fue 37.87.Se diseñó una propuesta de implementación de SGSST acorde a Ley 29783 que corrija los factores de riesgos laborales que la legislación no lo alcanza, necesario de implementar a fin de que se obedezca y cumpla. Una central de supervisión de las obras, donde la gerencia de seguridad monitorea todos los equipos y sub-equipos de trabajo en las diferentes locaciones.Los equipos de trabajo y el responsable general de obra documentan en video y se puede verificar su actuar, sobre todo en los proceso y áreas críticas del IPERC, acorde a las fases de los diferentes proyectos de construcción..La propuesta era sostenible porque no se puede tener vigilancia en todas las obras por temas de tiempo y costos.Por otro lado, destaco una comunicación directa con el area de seguridad central en la empresa utilizando diversas plataformas de video móvil disponibles(Whatssapp, cada proyecto tiene su grupo)a través de esta pueden tener ayuda en línea y consulta en línea pudiendo aplicar el ciclo PHVA.Por otra parte, esto permite, clasificar y estandarizar los diferentes riesgos en todas las obras, generaron un Knowledge Base, que no solo mejora la seguridad sino que perfecciona los procesos constructivos y queda para evolución del personal y contratistas para una gestión de talento humano.Los riesgos laborales después de la propuesta de implementación de un SGSST de acuerdo a Ley 29783 año 2018 en promedio mensual disminuyeron.La frecuencia en 36.1( de 136.23 en 2017 a 100.16 en 2018),la severidad en 1793.9 (de 2,047.72 en 2017 a 253.7 en 2018) y el promedio de accidentabilidad disminuyo en 32.8 (de 37.87 en 2017 a 5.05 en 2018.Se logró demostrar estadísticamente que los parámetros de seguridad y accidentabilidad disminuyen debido al SGSST, mediante la prueba de TStudent con un 95% de confiabilidad (p = 0.49).

This research aimed to determine the impact of a proposal to implement a health management and safety system at work in accordance with Law 29783 improves the reduction of occupational risks in the company MLS Engineering and Services E.I.R.L.The methodology of work, according to the purpose is applied and according to the research design is preexperimental, where the sample was made up of risk indicators in all works during the years 2017 and 2018. The monthly frequency level during 2017 was 136.23, the average severity was 2,047.72 and the monthly accident rate average was 37.87.A proposal for the implementation of SG-SST is designed in accordance with Law 29783 that corrects the occupational risk factors that the legislation does not achieve but needs to be implemented to be obeyed and complied with, among which it is:A supervisory plant of the where the security management monitors all teams and sub work teams in the different locations.The work teams and the manager generate works documentina in video reporting and can verify their action, especially in the processes and critical areas of the IPERC, according to the phases of the different construction projects. Statistically demonstrated that safety and accidentability parameters decrease due to the implementation of the OSH plan, by testing TStudent with 95% reliability (p x 0.49).
