This research examined how the implementation of public investment influences in the quality of life on La Libertad population: period 2009 - 2014, in order to see the progress in priority sectors (Education, Health , sanitation (water and sewer), Energy, Agriculture and Transportation); to reduce social gaps that still exist. We analized the comparisons, the executed and sectoral indicators by 2015, projected in the study of Balance of Public Investment: Progress and Challenges to reach the Competitiveness and Population Welfare - 2010; it is obtained that the only priority sectors like agriculture and transportation exceed the fence imposed and that the sectors of education, health, energy, water and sanitation (drainage), reflect an inefficient and ineffective spending capacity by the La Libertad Regional Government; generating it still exists coverage gaps, getting to be a greater inequality in the region especially in rural areas, making the quality of life of the population is less, not attacking the real problems that exist in the region; whereby the entity requires evaluating the results of the allocation of resources. The main conclusion is that the degree of influence of the implementation of public investment in the quality of life of the population is high because the population have greater access to basic services; something that supports human development.
