Evaluación del proceso y estrategia de formalización minera para reducir la minería informal en la provincia de Santiago de Chuco

Abstract
La presente investigación tuvo como objetivo principal identificar las dificultades que presento el proceso de formalización minera integral en la provincia de Santiago de chuco durante el periodo 2017 - 2023. Se trata de una investigación de nivel descriptivo con propuesta en el que se empleó la metodología y estadística descriptiva. La variable independiente fue el proceso de formalización minera integral, la variable dependiente fue la minería informal. La población estuvo constituida por 917 personas entre naturales y jurídicas empadronados en el REINFO hasta el 23 de septiembre de 2020, de ella empleando un muestreo no probabilístico por conveniencia se tomó a 30 mineros informales como muestra siguiendo los criterios de inclusión. El instrumento empleado para recopilar la información fue el cuestionario constituido por 15 ítems agrupados en 4 dimensiones. Los resultados fueron procesados a través del software Excel y la herramienta Minitab, seguidamente fueron presentados mediante tablas y gráficos donde se evidencio las diversas dificultades que presento el proceso entre las más importantes tenemos bajo nivel de conocimiento sobre el proceso, la acreditación de titularidad, contrato o cesión de explotación sobre la concesión donde se ubica su operación y un alto costo del consultor acreditado para elaborar los expedientes.
Por lo tanto, se concluyó que el proceso de formalización minera en la provincia de Santiago de chuco presento diversas dificultades que no permiten completar el proceso, con la propuesta implementada por el investigador se buscó reducir la informalidad utilizando un procedimiento ordenado y detallado logrando despertando el interés por formalizarse. Por último, Santiago de Chuco presenta el 1.33 % de mineros formalizados con relación a los empadronados en el REINFO, evidencia de que los resultados no fueron los esperados por parte del gobierno.
The objectives of this research were to identify the difficulties presented by the mining formalization process in the province of Santiago de Chuco during the period 2017 - 2023, to propose a formalization strategy to reduce informal mining, and to identify the number of formalized miners in the aforementioned province. This is a descriptive level research with a proposal in which descriptive methodology and statistics were used. The independent variable was the process of integral mining formalization, the dependent variable was the informal mining sector. The population consisted of 917 natural and legal persons registered in REINFO until September 23, 2020, from which 30 informal miners were taken as a sample using a non-probabilistic convenience sampling following the inclusion criteria. The instrument used to collect the information was the questionnaire consisting of 15 items grouped into 4 dimensions. The results were processed through Excel software and the Minitab tool, then they were presented through tables and graphs where the various difficulties presented by the process are evidenced, among the most important we have a low level of knowledge about the process, the accreditation of ownership, contract or assignment of exploitation of the concession where its operation is located and a high cost of the accredited consultant to prepare the files. Therefore, it is concluded that the mining formalization process in the province of Santiago de Chuco presented several difficulties that do not allow the process to be completed, with the proposal implemented by the researcher seeks to reduce informality using an orderly and detailed procedure. Finally, the province of Santiago de Chuco has 1.33% of formalized miners in relation to those registered in the REINFO, evidence that the results were not what the government expected.
