Abstract
La presente investigación, se enfoca en la problemática que generó desde su entrada en vigencia la mencionada ordenanza, causando un notable perjuicio económico a los habitantes de los ejes viales que se restringe y mediante la entrevista que se realizó plantear una posible solución a estos problemas generados. La metodología empleada fue de tipo básica y descriptiva. El estudio se realizó en el Servicio de Administración Tributaria de Lima (SAT de Lima) que es la entidad que aplicó la Ordenanza. Se utilizaron métodos inductivos-deductivos, así como análisis comparativo con regulaciones similares en otros países. La recolección de datos se realizó mediante cuestionario aplicada a abogados del SAT, seleccionados por su experiencia en la normativa. Los hallazgos indican que, aunque las medidas afectan a los conductores, están justificadas por su capacidad para reducir la congestión, mejorar la calidad del aire y promover la seguridad vial y el uso del transporte público. Por tanto, se concluyó que, las restricciones vehiculares en Lima, implementadas a través de la Ordenanza Municipal N° 2164, han tenido un impacto demorado en la movilidad, tiempos de desplazamiento y calidad de vida de los propietarios de vehículos particulares.
ABSTRACT The present investigation focuses on the problems that the aforementioned ordinance generated since its entry into force, causing notable economic damage to the inhabitants of the road axes that are restricted and through the interview that was carried out, propose a possible solution to these problems generated. . The methodology used was basic and descriptive. The study was carried out in the Tax Administration Service of Lima (SAT of Lima), which is the entity that applied the Ordinance. Inductive-deductive methods were used, as well as comparative analysis with similar regulations in other countries. Data collection was carried out through a questionnaire applied to SAT lawyers, selected for their experience in regulations. The findings indicate that, although the measures affect drivers, they are justified by their ability to reduce congestion, improve air quality and promote road safety and the use of public transport. Therefore, it was concluded that the vehicle restrictions in Lima, implemented through Municipal Ordinance No. 2164, have had a delayed impact on the mobility, travel times and quality of life of the owners of private vehicles.
