dc.descriptionThis thesis addresses the issue of fiscal decentralization within a global vision that is, the process described, is immersed in the process of decentralization and reform of the State, likewise, raises the distinction between decentralization fiscal and economic decentralization. Looking at the process of fiscal decentralization, in the La Libertad Region: Regional Government, from the three basic ideas that the doctrine states: Resource Allocation, Decentralization of spending and borrowing, as well as the regulatory framework in the country, concluding that this process is not well developed in this regional structure, and in this regard, funding for services, construction and running costs, is through budgetary transfers and allocation of resources of the Regional Comprehensiones_PE
dc.description.abstractLa presente tesis enfoca la temática del proceso de descentralización fiscal, dentro de una visión global; es decir, el proceso que se describe, esta inmerso dentro del proceso de la descentralización y la reforma del Estado, de igual manera, plantea la diferenciación entre descentralización fiscal y descentralización económica. Analiza el proceso de descentralización fiscal, en la Región La Libertad: Gobierno Regional, a partir de las tres ideas básicas que la doctrina plantea: Asignación de Recursos, Descentralización de Gastos y Endeudamiento; así como del marco normativo existente en el país, concluyendo que este proceso, no está debidamente desarrollado en esta estructura regional, y en tal sentido, el financiamiento para servicios, obras y gastos corrientes, se realiza a través de transferencias presupuestales y asignación de los recursos del Fondo de Comprensión Regionales_PE
