Abstract
La presente investigación se desarrolló bajo un enfoque multiteórico de la Ciencia Política, la cual es una disciplina abierta a diversas ramas de distintas ciencias sociales. En ese sentido, el objetivo principal en la que se enmarcó fue determinar la incidencia de la demarcación y organización territorial en la planificación del desarrollo de la provincia de Trujillo, año 2019. El diseño de investigación es del tipo no experimental, a nivel descriptivo y por la naturaleza del tema, se sustentó en el enfoque cualitativo; se empleó el método de estudio de caso y la triangulación de los métodos histórico, inductivo, analítico y sintético que le otorgan la calidad y rigurosidad científica. La entrevista constituyó una de las principales técnicas para su desarrollo y fue aplicada a los especialistas en la materia de estudio y procesadas a través un software de análisis de información cualitativa. De los resultados obtenidos se resalta que el proceso de demarcación y organización territorial incide positivamente en la planificación del desarrollo de la provincia de Trujillo, pues
permite sanear y esencialmente configurar unidades territoriales (jurisdicciones), determinando y/o estableciendo los límites político-administrativos hasta dónde debe intervenir la autoridad municipal competente, los cuales deben estar contenidos en los Planes de Desarrollo Local Concertado, como principal instrumento de planificación, con la finalidad de no dejar poblaciones desatendidas. Asimismo, la demarcación y organización territorial es un proceso dinámico que promueve a su vez el ordenamiento territorial y la regionalización.
ABSTRACT The present research was developed under a multi-theoretical approach of Political Science, which is a discipline open to various branches of different social sciences. In this sense, the main objective was to determine the incidence of territorial demarcation and organization in the development lanning of the province of Trujillo, year 2019. The research design is of the on-experimental type, at a descriptive level and due to the nature of the topic, it was based on the qualitative approach; the case study method was used and the triangulation of the historical, inductive, analytical and synthetic methods that give it the quality and scientific rigor. The interview was one of the main techniques for its development and was applied to the specialists in the field of study and processed through a software for the analysis of qualitative information. From the results obtained, it can be highlighted that the process of demarcation and territorial organization affects the development planning of the province of Trujillo, as it allows for the reorganization and essentially the configuration of territorial units (jurisdictions), determining and/or establishing the political-administrative limits to which the competent municipal authority should intervene, which should be contained in the Concerted Local evelopment Plans, as the main planning instrument, in order not to leave populations unattended. Furthermore, territorial demarcation and organization is a dynamic process that promotes both territorial planning and regionalization.
