Abstract
En la presente investigación, se realizó un diseño del Sistema de Gestión en Seguridad y
Salud en el Trabajo (SGSST) para control de riesgos laborales en una Empresa de Obras
Civiles en la ciudad de Cajamarca, para la cual se tuvo como población y muestra a todos
sus trabajadores. Con respecto al diseño de investigación fue no experimental, descriptivo y
aplicado. Siguiendo un plan lógico y técnico-estadístico, los métodos de recolección de datos
se registraron mediante encuestas y cuestionarios aplicados a los trabajadores de la empresa,
reconociendo un incumplimiento del 25.66 % de la Ley Nº 29783 y específica para el sector
Minería D.S Nº 024-2016-EM y su modificatoria D.S. 023-2017-EM. El programa de Salud
y Seguridad en el Trabajo (SST) se diseñó utilizando los objetivos y metas presentados a lo
largo de la fase de planificación, junto con los indicadores correspondientes. Se utilizaron
los formatos de la resolución ministerial RM-050 - 2013. Se Identificaron los Peligros y
Riesgos y se realizaron las medidas de Control (IPERC) para reducir los riesgos laborales,
debido a que se encontró niveles de riesgo de 37.1% bajo, 37.8 % moderado, 25.1 % alto y
no se encontraron niveles de riesgo extremo. Con respecto al diseño del SGSST se realizó
un mapeo de la ubicación del proyecto, se trazaron objetivos y metas, se realizó el programa
anual en SST, así como la Política del Sistema Integrado de Gestión, la IPERC, el, comité
de seguridad y salud en el trabajo, miembros del Subcomité de Seguridad y Salud en el
Trabajo, reglamento interno de seguridad y salud en el trabajo, mapa de riesgos,
investigación de accidentes, incidentes y enfermedades ocupacionales, auditorias,
estadísticas, mantenimiento de registros, revisión del Sistema de Gestión de Seguridad y
Salud en el Trabajo, control de datos y documentos, así como las referencias legales.
In the present research, a design of the Occupational Safety and Health Management System (OSHMS) was carried out to control occupational risks in a Civil Works Company in the city of Cajamarca, for which all its workers were taken as population and sample. The research design was non-experimental, descriptive and applied. Following a logical and technical-statistical plan, the data collection methods were recorded through surveys and questionnaires applied to the company's workers, recognizing a 25.66 % non-compliance with Law No. 29783 and specific for the Mining sector D.S No. 024-2016-EM and its amending D.S. 023-2017-EM. The Occupational Health and Safety (OHS) program was designed using the objectives and targets presented throughout the planning phase, along with the corresponding indicators. The formats of the ministerial resolution RM-050 - 2013 were used. Hazards and risks were identified and control measures were implemented to reduce occupational risks, since risk levels were found to be 37.1% low, 37.8% moderate, 25.1% high and no extreme risk levels were found. With respect to the design of the SGSST, a mapping of the location of the project was made, objectives and goals were drawn up, the annual OSH program was prepared, as well as the Integrated Management System Policy, the IPERC, the occupational safety and health committee, members of the Occupational Safety and Health Subcommittee, internal occupational safety and health regulations, risk map, investigation of accidents, incidents and occupational diseases, audits, statistics, record keeping, review of the Occupational Safety and Health Management System, data and document control, as well as legal references.
