Abstract
El Servicio de Gestión Ambiental de Trujillo - SEGAT, fue creado por la Municipalidad Provincial de Trujillo como Organismo Público Descentralizado, de conformidad con la Ordenanza Municipal Nº 012-2007-MPT de Sesión rdinaria de fecha 23 de mayo del 2007, por lo empezó a operar desde Julio del mismo año. En los últimos, el SEGAT atraviesa por dificultades financieras producto de una baja recaudación de arbitrios municipales, lo que llegó a un déficit de mayor a S/.37 millones por el avance del Covid-19, lo cual no permitió atender el pago de las planillas al 100% y se vio reflejado en el servicio prestado. En tal sentido, se decidió modificar el Acuerdo de Concejo N° 079-2017-MPT, sobre las utilidades de la Caja Trujillo —de más de S/ 6 millones— destinados en favor de la red vial, para que solo se haga uso de más de S/. 5 millones, donde la diferencia sea a favor del SEGAT. En consecuencia, el SEGAT como la mayoría de instituciones públicas, carece de los recursos y la capacidad para conducir los procesos. En consecuencia, el problema de la desarticulación entre sistemas administrativos, es uno de los más significativos. En tal sentido, las autoridades solo buscan cumplir con su trabajo sin importar la satisfacción de la comuna.
ABSTRACT The Environmental Management Service of Trujillo - SEGAT, was created by the Provincial Municipality of Trujillo as a Decentralized Public Organism, in accordance with Municipal Ordinance No. 012-2007-MPT of Ordinary Session dated May 23, 2007, for what began to operate from July of the same year. In the latter, the SEGAT is going through financial difficulties as a result of a low collection of municipal taxes, which reached a deficit of greater than S / .37 million due to the advance of Covid-19, which did not allow to meet the payment of the 100% payroll and it was reflected in the service provided. In this sense, it was decided to modify Council Agreement N ° 079-2017-MPT, on the profits of the Trujillo Box - of more than S / 6 million - destined in favor of the road network, so that only use is made of more than S /. 5 million, where the difference is in favor of SEGAT. Consequently, SEGAT, like most public institutions, lacks the resources and the capacity to conduct the processes. Consequently, the problem of disarticulation between administrative systems is one of the most significant. In this sense, the authorities only seek to carry out their work regardless of the satisfaction of the community.
