dc.descriptionThe study presented below, develops the existing problem in the control of Urban Public Transport in the city of Trujillo, by the Management of Transportation, Traffic and Safety of the Provincial Municipality of Trujillo in their protective function of the Public Interest; to start the movement of vehicles is analyzed without visual inspection and deficiency in monitoring the Service for Urban Public Transport affecting the Public Interest, in the management of the management of the Provincial Municipality of Trujillo, then the bad external conditions described units that provide the service mass Urban Public Transport both as regular and negative involvement in the Public Interest, then the lack of need to deliver the Urban Public Transport Service and its impact in the Public Interest documentation is analyzed. data collected by surveys and interviews conducted in which it is seen as a deficiency of control of this service by the agency are analyzed, affects the Public Interest. Accordingly, after the discussion of results, it is concluded that environmental pollution, traffic congestion and the plight of the passengers as well as the technical conditions in poor condition of vehicles, among others constitute an affectation to the public interest or the public interest a principle laid down by the rules implementing the correct administrative function. Finally recommended specific policies to overcome these deficiencies.es_ES
dc.description.abstractEl estudio que a continuación presentamos, desarrolla el problema existente en la fiscalización del Transporte Público Urbano en la ciudad de Trujillo, por parte de la Gerencia de Transporte, Tránsito y Seguridad de la Municipalidad Provincial de Trujillo en su función tuitiva del Interés Público; para empezar se analiza la circulación de vehículos sin inspección ocular como la deficiencia en la fiscalización del Servicio del Transporte Público Urbano que afecta el Interés Público, en la gestión de la Gerencia de la Municipalidad Provincial de Trujillo, luego se describen a las malas condiciones externas de las unidades que brindan el Servicio del Transporte Público Urbano tanto masivo como el regular y la afectación negativa en el Interés Público, seguidamente se analiza la falta de documentación necesaria para ofrecer el Servicio del Transporte Público Urbano y su repercusión en el Interés Público. Luego se analizan los datos obtenidos por las encuestas realizadas y las entrevistas en la que se advierte como la deficiencia de la fiscalización de este servicio, por parte del organismo encargado, afecta el Interés Público. Consiguientemente, luego de la discusión de resultados, se concluye que la contaminación ambiental, el congestionamiento del tráfico y el apuro de los pasajeros, así como las condiciones técnicas en mal estado de los vehículos, entre otros constituyen una afectación al interés Público o al Interés general, principio contemplado por las normas que desarrollan la correcta función administrativa. Finalmente se recomiendan políticas específicas para superar estas deficiencias.es_ES
