Abstract
La pandemia de COVID-19 ha ocasionado que los diferentes Estados utilicen sus principales recursos con el propósito de proteger a la población más vulnerable. Es así como mediante DS. N°044-2020, se declara el Estado de Emergencia sanitaria en todo el país con la intención de impedir la propagación del COVID-19. No obstante, aunado a tal dispositivo legal, se fueron aprobando diversas normas. Por lo tanto, resulta comprensible la celeridad en los procedimientos administrativos sobre contrataciones, sin embargo, también lo es la inadecuada supervisión que expone a los Estados a una serie de riesgos de actos de corrupción, los mismos que ponen en riesgo la efectividad de los servicios y por ende agudiza la crisis de la gobernabilidad. En consecuencia, la corrupción afecta gravemente las bases de la gobernabilidad y el correcto funcionamiento de las instituciones Palabras clave: Corrupción, Pandemia, Gobernabilidad, Eficiencia, Estado.
ABSTRACT The COVID-19 pandemic has caused the different States to use their main resources to protect the most vulnerable population. This is how through, DS. N°044-2020, the State of Health Emergency is declared throughout the country with the intention of preventing the spread of COVID-19. However, coupled with such legal device, various regulations were pproved. Therefore, the speed in the administrative procedures on contracting is understandable, however, so is the inadequate supervision that exposes the States to a series of risks of acts of corruption, the same ones that put the effectiveness of the services at risk. provided and therefore exacerbates the governance crisis. Consequently, corruption seriously affects the foundations of governance and the proper functioning of institutions.
