Abstract
La presente investigación tuvo por objetivo determinar la relación entre la designación de funcionarios en cargos de confianza y su influencia en la gestión municipal en las alcaldías de Otuzco y Pataz, 2020. La metodología de investigación, según el propósito fue aplicada y según el diseño de investigación es no experimental y descriptivo correlacional, donde la muestra es por conveniencia, y estuvo programada por 250 funcionarios nombrados, no directivos ni de confianza. Asimismo, se utilizó el cuestionario de designación de funcionarios para cargo de confianza basado en Bardalez (2020), y cuestionario de gestión municipal desarrollado por Bardalez (2020) como instrumentos de recolección de datos.Mediante la aplicación de instrumentos, respecto al objetivo general, se encontró asociación media entre la designación de funcionarios en cargos de confianza y la gestión municipal (Rho = 0.652, p= 0.000, alfa = 0.05). Se determinó la variable funcionario de cargo confianza predominando 59% (148 funcionarios) en la categoría idóneo, seguido 32% (80 funcionarios) disponible, seguido 7% (17 funcionarios) destacado, y un preocupante 2% (5 funcionarios) antagónico. Se identificó la variable gestión municipal predominando 58% (145 funcionarios) en la categoría contemplativa, seguido 28% (70 funcionarios) subordinada, y un insuficiente 14% (34 funcionarios) adecuada. Existe asociación media entre las dimensiones confianza,experiencia y la variable designación de funcionarios en cargos de confianza (Rho = 0.375, 0.437, p= 0.000; alfa = 0.05); y existe asociación BAJA entre la dimensión competitividad y la variable designación de funcionarios en cargos de confianza (Rho = 0.300, p= 0.000, alfa = 0.05).
ABSTRACT The objective of this research was to determine the relationship between the appointment of officials in positions of trust and their influence on municipal management in the mayor's ffices of Otuzco and Pataz, 2020. The research methodology, according to the purpose, was applied and according to the design of the research is non-experimental and descriptive correlational, where the sample is for convenience, and was made up of 250 appointed officials, not managers or trustees. Likewise, the questionnaire for the designation of officials for positions of trust based on Bardalez (2020), and the municipal management questionnaire developed by Bardalez (2020) were used as data collection instruments. Through the application of instruments, with respect to the general objective, a medium association was found between the appointment of officials in positions of trust and municipal management (Rho = 0.652, p = 0.000, alpha = 0.05). The trusted position official variable was determined, with 59% (148 officials) predominating in the ideal category, followed by 32% (80 officials) available, followed by 7% (17 officials) outstanding, and a orrying 2% (5 officials) antagonistic. The municipal management variable was identified, with 58% (145 officials) predominating in the contemplative category, followed by 28% (70 officials) subordinate, and an insufficient 14% (34 officials) adequate. There is a medium association between the dimensions trust, experience and the variable designation of officials in positions of trust (Rho = 0.375, 0.437, p= 0.000; alpha = 0.05); and there is a LOW association between the competitiveness dimension and the variable designation of officials in positions of trust (Rho = 0.300, p= 0.000, alpha = 0.05).
