Abstract
La investigación se centra en el proceso de presupuesto participativo 2018 en el Gobierno Regional La Libertad, específicamente en cómo la toma de decisiones de los agentes participantes – sociedad civil – influencia en la ejecución de los proyectos de inversión pública priorizados. Las variables fueron analizadas a través de un cuestionario de encuesta y una ficha de análisis de proyectos priorizados con presupuesto asignado y el porcentaje de ejecución; el primer instrumento, fue aplicado a los agentes participantes de acuerdo con la función desempeñada en dicho proceso – agente participante en sí, equipo técnico y comité de vigilancia- y; el segundo, recogió información de la plataforma de Consulta Amigable del Ministerio de Economía y Finanzas. Para ello, se aplicó una metodología que busca explicar la elación causa-efecto entre las variables. Como resultado se obtuvo que la toma de decisiones de los agentes participantes, al estar en el rango de “racionalidad limitada” y “racionalidad sinóptica”, genera un bajo impacto en la ejecución de los proyectos de inversión pública priorizados, debido a que el avance presupuestal de esos proyectos fue menos del 50% tanto en el 2018 como el 2019. Finalmente, como recomendaciones se considera que, para lograr una buena relación política entre sociedad – estado; las autoridades locales y regionales, bajo el ejercicio de la discrecionalidad al ejecutar proyectos priorizados; consolidan la sociedad civil y les da mayor legitimidad. Además, debe existir espacios de capacitación con información actualizada, amigable y constante; y finalmente, las organizaciones deben tener espacios de consensos y renovación de miembros.
ABSTRACT The research focuses on the 2018 participatory budget process in the La Libertad Regional Government, specifically on how the decision-making of the participating agents - civil society - influences the execution of prioritized public investment projects. The variables were analyzed through a survey questionnaire and an analysis sheet of prioritized projects with assigned budget and their execution percentage; The first instrument was applied to the participating agents according to their role in said process - the participating agent itself, the technical team and the surveillance committee - and; the second, collected information from the Friendly Consultation platform of the Ministry of Economy and Finance. For this, a methodology was applied that seeks to explain the cause-effect relationship between the variables. As a result, it was obtained that the decision-making of the participating agents, being in the range of "limited rationality" and "synoptic rationality", generates a low impact on the execution of prioritized public investment projects, due to the fact that progress budget for those projects was less than 50% in both 2018 and 2019. Finally, as recommendations it is considered that, to achieve a good political relationship between society - state; local and regional authorities, under the exercise of discretion when executing prioritized projects; they consolidate civil society and give them greater legitimacy. In addition, there must be training spaces with updated, friendly and constant information; and finally, the organizations must have spaces for consensus and renewal of members.
