However, since the validity of the Penal Code is to make a diagnosis of them, and that they appeared not to have effective results whenever the rules of conduct have not either; This being the problem is formularnos whether the application of substitutes the sentence of imprisonment have been effective that is if it has achieved the purpose of those or have become mere judicial pronouncements imputation of responsibility but without much effect, even for the implementation of compensation for harm or causing injury, even less for the cancellation of reparations ordered by the civil court.La presente investigación que presento bajo al título de Propuesta para una mayor eficacia en la aplicación de medidas alternativas a la pena privativa de libertad en la ciudad de Trujillo durante los años 2002 a 2004, tienen por propósito resaltar la ineficacia tales medidas, efecto que no es el deseado si se tiene en cuenta su naturaleza y finalidad; medidas que han sido recogidas por el Código Penal Peruano y lo constituyen: la Suspensión de la Ejecución de la Pena, la Conversión y Sustitución, la Reserva del Fallo Condenatorio y la Exención de Pena.
