Metodológicamente, la investigación presenta un enfoque cualitativo, es de tipo no experimental, y su diseño es correlacional-causal. Fueron dos los instrumentos utilizados a fin de recoger la información necesaria para el desarrollo de la investigación: el análisis documental, y la entrevista. El análisis documental nos permitió obtener información de importantes documentos, como el Plan Local de Seguridad Ciudadana; mientras que, por otro lado, la entrevista aplicada a los diferentes actores nos permitió conocer valiosa información difícil de obtener mediante documentos, como la organización funcional Concejos Territoriales, y las acciones tomadas tanto por la Municipalidad Provincial de Trujillo, como por los Concejos Territoriales en materia de seguridad ciudadana. Finalmente, entre los resultados más importantes, destaca la influencia que existe por parte del alcalde territorial de Chicago en la seguridad ciudadana del gobierno local, debiéndose a la efectividad en las gestiones realizadas por el mismo; sin embargo, los resultados para el gobierno local no han sido alentadores, debido a problemas con la logística (camionetas malogradas) y el personal (huelga de efectivos de seguridad ciudadana).ABSTRACT The present research work, has as final objective to determine the influence of the Municipal Territorial Councils on the citizen security of the local government in the district of Trujillo, during the year 2019. Methodologically, the esearch presents a qualitative approach, it is of a non- experimental type, and its design is correlational-causal. Two instruments were used to gather the information needed for the development of the research: documentary analysis, and interview. The documentary analysis allowed us to obtain information from important documents, such as the Local Citizen Security Plan; while, on the other hand, the interview applied to the different actors allowed us to know valuable information difficult to obtain through documents, as the functional organization Territorial Councils, and the actions taken both by the Provincial Municipality of Trujillo, and by the Territorial Councils in matters of citizen security.
