In order to answer the problem statement is not Experimental design used , Longitudinal and Explanatory , performing a documentary analysis of all reports , documents , management reports and public hearings Regional Government and chips Freedom Project Bank - SNIP as well as interviews with officials and professionals from the areas involved with the process in the Executing Unit SNIP - 001 Regional Government Headquarters Liberty , and outlined the following objectives: to determine the factors that have limited budget expenditure execution of public investment in the regional government of La Libertad, period 2005-2012 , analyzing the evolution of the budget allocated to public investment spending Regional Government La Libertad , period 2005-2012 , analyzing the evolution of the implementation of the public investment budget expenditures of the Government Regional La Libertad , 2005-2012 period , identify and analyze gaps in administrative proceedings following the regional government of La Libertad to make the investment , identify the main shortcomings in the design of pre - investment studies prepared by government personnel Regional and consultants and propose policies to improve the performance of the public investment budget expenditures of the regional government of La Libertad. This allows us to confirm the hypothesis that the factors that have limited the Implementation of Public Investment Budget Expense in La Libertad Regional Government during the period 2005-2012 were the poor administrative processes that continue to make the investment and shortage of staff and consultants to develop the Project Cycle established in the National Public Investment System.
