El Programa Techo Propio como herramienta de reducción del déficit habitacional en la Región La Libertad, 2019-2022

| dc.description.abstract | La presente investigación tiene como objetivo reconocer el impacto del programa Techo Propio como herramienta de reducción del déficit habitacional en la Región La Libertad de los años 2019-2022, a través del estudio documental y la aplicación de instrumentos que reflejen la situación actual del programa en la región, así como el nivel de satisfacción de los usuarios, ejecutores y fiscalizadores que intervienen en el programa Techo Propio. El tipo de investigación fue cuantitativa, estudiando una población de 29719 beneficiarios al programa Techo Propio en la región La Libertad en los años 2019 a 2022. Tomando como muestra 196 personas. Adicionalmente de una población de 410 entidades técnicas existentes en La Libertad seleccionamos a 39 entidades, las cuales fueron sometidas a un cuestionario para conocer sus implicancias en el proceso. Para esto nuestra hipótesis general fue que durante los años de estudio el programa fue poco favorable, debido a la ineficiente interrelación de los actores, los problemas normativos, el centralismo y el presupuesto ofertado. Luego de aplicar nuestro instrumento obtuvimos como resultado que efectivamente la aplicación del programa no ayudó en una gran medida a la disminución del déficit habitacional, debido a la cantidad de bonos ofertados y la relación mayormente regular entre actores, entorpecida por procesos burocráticos. | |
| dc.description.abstract | ABSTRACT purpose of this research is to recognize the impact of the Techo Propio program as a tool to reduce the housing deficit in the La Libertad Region for the years 2019-2022, through documentary study and the application of instruments that reflect the currentsituation of the program in the region, as well as the level of satisfaction of the users,executors and auditors involved in the Techo Propio program. The type of research was quantitative, studying a population of 29,719 beneficiaries of the Techo Propio program in the La Libertad region in the years 2019 to 2022. Selecting 196 people as a sample. Additionally, from a population of 410 existing technical entities in La Libertad, weelected 39 entities, which were submitted to a questionnaire to find out their implications in the process. For this, our general hypothesis was that during the years of study the program was unfavorable, due to the inefficient interrelation of the actors, regulatory problems, centralism and the budget offered. After applying our instrument, we obtained as a result that the application of the program did not help to a great extent to reduce the housing deficit, due to the number of bonds offered and the mostly regular relationship between actors, hindered by bureaucratic processes. | |
