La digitalización del proceso electoral y su impacto en la participación de las organizaciones políticas en las Elecciones Regionales y Municipales

Abstract
Se desarrolló la investigación considerándose el objetivo de analizar de qué manera impacta la digitalización del proceso electoral en la participación de las organizaciones políticas en las Elecciones Regionales y Municipales, siendo una investigación de enfoque cualitativo y tipo descriptivo, que tomó como participantes a 10 miembros de organizaciones políticas dentro de la región La Libertad que participaron en el proceso electoral Regional y Municipal del año 2022 a quienes se les entrevistó acerca de las fases del proceso electoral, obteniéndose como resultados que se ha percibido un mayor impacto en la fase post-electoral del proceso electoral, manteniendo un impacto neutral en la fase pre-electoral y no se percibió impacto en la fase electoral. En la fase pre-electoral se infirió el uso de herramientas tecnológicas, pero se verificó la limitación de participación de los miembros de organizaciones políticas en esta fase; en la fase electoral no se percibió uso de tecnologías, sin embargo, se infirió su uso, coincidiendo en que se mantiene la limitación de la participación de los miembros de organizaciones políticas en esta fase y, sobre la fase post-electoral se identificaron anomalías electorales que fueron denunciadas, corroborándose que los responsables de ella recaen en las tachas, los personeros y el mal comportamiento de los votantes, siendo donde más se percibe el impacto de los miembros de organizaciones políticas en esta fase; sugiriéndose ampliar los conocimientos que se tienen sobre el proceso electoral y los factores de las TICs que intervienen en ella.
ABSTRACT The research was developed with the objetive of analyzing the impact of the digitalization of the electoral process on the participation of political ganizations in the Regional and Municipal Elections 2022 - La Libertad Region, being a qualitative and descriptive research, It is a qualitative and descriptive research, which took as participants 10 members of political organizations in the region of La Libertad that participated in the Regional and Municipal electoral process of 2022, who were interviewed about the phases of the electoral process, btaining as results that a greater impact has been perceived in the post-electoral phase of the electoral process, m aintaining a neutral impact in the pre-electoral phase and no impact was perceived in the electoral phase. In the pre-electoral phase, the use of technological tools was inferred, but the limited participation of members of political organizations in this phase was verified; In the electoral phase, the use of technologies was not perceived, however, their use was inferred, coinciding in the fact that the limitation of the participation of members of political organizations in this phase is maintained and, regarding the post-electoral phase, electoral anomalies that were denounced were dentified, corroborating that those responsible for them are the tachas, the personeros and the bad behavior of the voters, being where the impact of the members of political organizations in this phase is perceived the most; It is suggested to expand the knowledge about the electoral process and the ICT factors involved in it.
