Abstract
En la presente investigación se estudió el proceso de contratación que sigue el Proyecto Especial Chavimochic para abastecerse de bienes y servicios con el objetivo de determinar el nivel de eficiencia del mismo. Para tal efecto, se hizo un análisis documental de 28 expedientes de contratación clasificados de acuerdo al método de contratación empleado y tuvo un diseño de tipo descriptivo, no experimental transaccional. Se comprobó que la fase de selección y ejecución contractual se realizó dentro de los plazos previstos en la Ley de contrataciones del estado. Sin embargo, se evidenció que la fase de actos preparatorios fue el que más tiempo requirió y se identificó que no existe uniformidad en cuanto a los plazos empleados. Las principales problemáticas que impiden el cumplimiento del principio de eficiencia están asociadas a la falta de regulación normativa, deficiente planificación y programación de los instrumentos de gestión y la poca participación de los proveedores en la etapa de indagación de mercado. Por lo antes mencionado y teniendo en consideración que la mayoría de los procesos de contratación estudiados (53.57%) emplearon más de 60 días hábiles se concluyó que, existe un nivel de eficiencia baja respecto al proceso de contrataciones del Proyecto Especial Chavimochic.
ABSTRACT In this research, the contracting process followed by the Proyecto Especial Chavimochic to supply goods and services was studied with the objective of determining its level of efficiency. For this purpose, a documentary analysis of 28 contracting files classified according to the contracting method used was carried out and the non-experimental design of a descriptive level was used. It was verified that the selection and contractual execution phase was carried out within the deadlines established in the State Contracting Law. However, it was evident that the preparatory acts phase was the one that required the most time and it was identified that there is no uniformity in terms of the deadlines used. The main problems that prevent compliance with the efficiency principle are associated with the lack of regulatory regulation, poor planning and programming of management instruments, and the low participation of suppliers in the market investigation stage. Due to the aforementioned and taking into consideration that the majority of the contracting processes studied (53.57%) used more than 60 business days, it was concluded that there is a low level of efficiency regarding the contracting process of the Chavimochic Special Project.
