Abstract
Strategic planning is referred mainly to the ability to observe and advance to face challenges and opportunities generated both the external to an organization, and its inner reality. In many public sector institutions have developed many strategic plans for different levels of government. The problem is that many of these strategic plans were made just to meet the standards, so much so, that in many institutions the staff does not have the slightest idea what these, as they have been accustomed to working without goals, hoping that each month the supreme government makes corresponding transfers. This research focuses his goal in making a diagnosis of the situation in which it is the District Municipality of Nuevo Chimbote in order to propose a strategic plan for efficient municipal management, serving as an instrument of action for achieving goals and proposed objectives at the institutional level, thus, facilitate decision-making by managers of such entity. Also intended that the different areas of the District Municipality of Nuevo Chimbote know what your vision, mission and objectives you are looking to get. Regarding the development of the research report, in its first chapter describes the environment over concern for planning institute in the country, aimed at building a shared vision for the future promoted by the state as municipal management, making emphasis on the need for strategic planning to achieve sustainable competitive advantage and also throw a good level of income. It VII raises the question, the general and specific objectives of the thesis and the rationale and scope thereof. In the second chapter identifies the study materials, and methods and techniques used. With respect to the third chapter, this will develop the results obtained from the research. In the fourth and final chapter presents the discussion of the results that have arrived and raises the conclusions that were reached in the study, answers to general and specific objectives of the thesis, and sets out recommendations for increase the economic value of the company.

La planificación estratégica está referida principalmente a la capacidad de observación y anticipación frente a desafíos y oportunidades que se generan, tanto de las condiciones externas a una organización, como de su realidad interna. En muchas instituciones del sector público se han elaborado muchos planes estratégicos para los diferentes niveles de gobierno. El problema es que gran parte de estos planes estratégicos se han realizado tan solo para cumplir con las normas, tal es así, que en muchas instituciones el personal no tiene ni la mínima idea en qué consisten estos, ya que se ha acostumbrado a trabajar sin metas, esperando que cada mes el supremo gobierno realice las transferencias correspondientes. La presente investigación centra su objetivo en realizar un diagnóstico de la situación en la que se encuentra la Municipalidad Distrital de Nuevo Chimbote con la finalidad de proponer un Plan Estratégico para que la gestión municipal sea eficiente, sirviendo como instrumento de acción para el cumplimiento de metas y objetivos propuesto a nivel institucional, logrando así, facilitar la toma de decisiones por parte de los gestores de dicha entidad. Asimismo pretende que las diferentes áreas de la Municipalidad Distrital de Nuevo Chimbote conozcan cual es su visión, misión y objetivos que busca conseguir.
