dc.descriptionThe Citizen Control Monitors Program is a citizen participation mechanism created by the Comptroller General of the Republic in 2018, based on Directive No. 004-2018- CG/DPROCAL, with the aim of establishing a modality of control mechanism. citizen oversight, mainly in the control of the execution of public works, within the framework of the Comprehensive Plan for Reconstruction with Changes, as a result of the devastating consequences of the "El Niño Costero" phenomenon of 2017. The objective of the present investigation is to determine the Contribution of the Program to the Government Control of Works in La Libertad. A systematic review and analysis of Control Services Reports and documents issued as a result of visits made by Monitors with Comptroller personnel was carried out. The results showed that 151 works were visited in La Libertad, from October 2018 to June 2022, the main adverse situations identified being the absence of the Supervisor in 16% of the total, non-compliance with safety regulations with 20% and non-existence of the Work Notebook with 22%. Concluding that the Program does contribute to government control by detecting correctable adverse situations in time, in order to guarantee the achievement and objectives of the Work.es_PE
dc.description.abstractEl Programa de Monitores Ciudadanos de Control es un mecanismo de participación ciudadana creado por la Contraloría General de la República en el 2018, a partir de la Directiva N° 004-2018-CG/DPROCAL, con el objetivo de establecer una modalidad de mecanismo de veeduría ciudadana, principalmente en el control de la ejecución de obras públicas, en el marco del Plan Integral de Reconstrucción con Cambios, a raíz de las devastadoras consecuencias del fenómeno “El Niño Costero” del 2017. El objetivo de la presente investigación es determinar la contribución del Programa al Control Gubernamental de Obras en La Libertad. Se realizó una revisión sistemática y análisis de Informes de Servicios de Control y documentos emitidos como producto de las visitas realizadas por Monitores con personal de Contraloría. Los resultados arrojaron que en La Libertad se visitaron 151 obras, de octubre 2018 a junio 2022, siendo las principales situaciones adversas identificadas, la ausencia del Supervisor en un 16% del total, el incumplimiento de la normativa de seguridad con 20% e inexistencia del Cuaderno de Obra con 22%. Concluyéndose que el Programa sí contribuye con el control gubernamental al detectar a tiempo situaciones adversas corregibles, a fin de garantizar el logro y objetivos de la Obra.es_PE
