dc.descriptionThe purpose of this research is to present a proposal of an integral program of reform of the structure of the Peruvian State. The problem which generates this study was stated this way: How to develop the effective transformation of the structure of the Peruvian state. This research is a descriptive and technological type. It was worked with a sample of 348 survey participants, 43 directive people, 35 scientists and intellectual people, 121 technicians, and 149 service workers, which were chosen by means of a non probabilistic sample, in which the intentional criterion was applied. From the results it is inferred that the reforms implemented by the Peruvian state have helped little to make the infrastructure, schools, hospitals and roads, better. The statement of prioritary norms within a budget and with financial sources makes the transformation of the structure of the state possible. The application of the reform norms implies the formation of a Commission which can represent the state, the civil and political society which may depend on the Presidency of the Republic with independence of supervision. The process of state reform must cover constitutional, government and state matters, economic policies and sectorial approaches. The government priority, will and decision to support the Process of State Reform must be oriented to three fundamental aspects to begin the development process of this country: a) communication nets in all regions, b) health and education prevention for all social sectors, and c) the promotion of agriculture.es_ES
dc.description.abstractEl propósito de la presente investigación es formular una propuesta de un programa integral de reforma de la estructura del Estado Peruano. El problema que direcciona el estudio se formuló del siguiente modo: ¿Cómo desarrollar la transformación eficaz de la estructura del Estado Peruano? La presente investigación es de tipo descriptivo y tecnológico. Se trabajó con una muestra de 348 encuestados: 43 directivos, 35 científicos e intelectuales, 121 técnicos, y 149 trabajadores de servicios, la misma que fue seleccionada mediante un muestreo no probabilístico, en la que se aplicó el criterio intencional. De los resultados se infiere que: las reformas implementadas por el Estado Peruano han contribuido poco a mejorar la infraestructura: colegios, hospitales y carreteras. El establecimiento de lineamientos prioritarios, presupuestados y financiados, posibilita la trasformación de la estructura del Estado. La ejecución de los lineamientos de reforma implica la designación de una Comisión que represente al Estado, la sociedad civil y política que dependa de la Presidencia de la República con independencia para supervisar. El proceso de Reforma del Estado debe comprender asuntos constitucionales, gobierno y Estado, política económica y política sectoriales. La prioridad, voluntad y decisión política del gobierno para apoyar el Proceso de Reforma del Estado debe estar orientada a tres aspectos fundamentales para iniciar el proceso de desarrollo del país: a) vías de comunicaciones en todas las regiones, b) prevención de la salud y educación para todos estratos sociales y c) fomento de la agricultura.es_ES
