Ejecución presupuestal y su incidencia en el cumplimiento de metas en la municipalidad provincial de Chepén, periodo 2017

| dc.description.abstract | El presente trabajo de investigación se ha ejecutado dentro del ámbito de la Municipalidad Provincial de Chepén y tiene como propósito principal determinar la incidencia de la ejecución presupuestal en el cumplimiento de metas de la Municipalidad Provincial de Chepén en el año 2017. La metodología utilizada es relacionado al Método analítico y descriptivo, para lo cual se ha tomado como población y muestra a la Municipalidad Provincial de Chepén; por medio de la descripción se analizó la programación como la ejecución presupuestal haciéndose una comparación entre las diferencias presentadas en el año a analizar, además de ello se realizó un análisis para conocer el nivel de cumplimiento de metas y finalmente se identificó los factores que determinan el incumplimiento de metas de la Municipalidad Provincial de Chepén, en cuanto a las técnicas e instrumentos de recolección de datos se ha empleado la entrevista y el análisis documentario, la primera realizada al funcionario de la Gerencia de Presupuesto y la segunda con la información presupuestaria y administrativa de la entidad, con dicha información se concluyó que la ejecución presupuestal incide desfavorablemente en el cumplimiento de metas de la Municipalidad Provincial de Chepén puesto que el presupuesto programado no se ejecutó pertinentemente lo que indica que no se cumplieron las metas debido a la deficiencia de la gestión municipal respecto de la ejecución presupuestal en relación al cumplimiento de metas; es por ello que en este periodo hubo una deficiente capacidad de gasto. | |
| dc.description.abstract | ABSTRACT The present work has been carried out within the scope of the Provincial Municipality of Chepén and its main purpose is to determine the incidence of budget execution in meeting the goals of the Provincial Municipality of Chepén in 2017. The methodology used is related to the analytical and descriptive method, for which it has been taken as a population and shows the Provincial Municipality of Chepén; By means of the description, the programming was analyzed as the budgetary execution, making a comparison between the differences presented in the year to be analyzed, in addition to this an analysis was made to know the level of fulfillment of goals and finally the factors that determine the Failure to meet the goals of the Provincial Municipality of Chepén, regarding the techniques and instruments of data collection, the interview and the documentary analysis have been used, the first one made to the official of the Budget Management and the second with the budgetary and administrative information of the entity, with this information it was concluded that the budgetary execution adversely affects the fulfillment of goals of the Provincial Municipality of Chepén since the programmed budget was not executed properly indicating that the goals were not met due to the deficiency of the municipal management regarding the e budgetary execution in relation to the fulfillment of goals; That is why in this period there was a poor spending capacity. | |
