dc.description.abstractLa presente tesis tuvo como objetivo general Formular propuestas de optimización de los procedimientos de contratación del Proyecto Especial CHAVIMOCHIC, 2018-2019 orientados a la gestión por resultados. Se planteó como problema ¿De qué manera la Propuesta de Optimización de los Procedimientos de Contratación del Proyecto Especial CHAVIMOCHIC, mejorarán la Gestión por Resultados, 2018-2019?, teniendo como alternativa de respuesta a la hipótesis formulada, la cual fue que, la Propuesta de Optimización de los Procedimientos de Contratación del Proyecto Especial CHAVIMOCHIC mejorará positivamente la Gestión por Resultados, 2018-2019. Se tuvo como población a 428 Colaboradores del Proyecto Especial CHAVIMOCHIC, 2018 – 2019, y como muestra a 203 colaboradores del Proyecto Especial CHAVIMOCHIC, 2018 – 2019. La investigación fue de tipo descriptiva y se utilizaron los métodos inductivo y deductivo, analítico y sintético. Se utilizaron las técnicas de la encuesta y la guía de análisis documental; así como los instrumentos usados fueron el cuestionario y la revisión de informes. Después de haber procesado los datos recolectados de ambas variables de investigación, se concluyó que, las propuestas de optimización de los procedimientos de contratación desarrolladas están orientadas en mejorar al Órgano Encargado de Contrataciones, contratando personal profesional capacitado, reforzar sus conocimientos sobre el proceso de contratación; al Área Usuaria brindándoles capacitaciones en temas de contrataciones para evitar retrasos o demoras por desconocimiento de ellos; y respecto al Trámite Administrativo, establecer límites de espera en algunas actividades para optimizar el tiempo de realizar las actividades diarias.
dc.description.abstractThe general objective of this thesis was to formulate proposals for the optimization of the contracting procedures of the CHAVIMOCHIC Special Project, 2018-2019 oriented to management for results. The problem was raised: How will the Proposal for the Optimization of the Contracting Procedures of the CHAVIMOCHIC Special Project improve Results-Based Management, 2018-2019? having as an alternative response to the formulated hypothesis, which was that the Proposal for the Optimization of Contracting Procedures of the CHAVIMOCHIC Special Project will positively improve Management for Results, 2018-2019. The population was 428 Collaborators of the CHAVIMOCHIC Special Project, 2018 - 2019, and 203 collaborators of the CHAVIMOCHIC Special Project, 2018 - 2019, as a sample. The research was descriptive and the inductive and deductive, analytical and synthetic methods were used. The survey techniques and the documentary analysis guide were used; as well as the instruments used were the questionnaire and the review of reports. After having processed the data collected from both research variables, it was concluded that the proposals for optimization of the contracting procedures developed are aimed at improving the Body in Charge of Contracting, hiring trained professional personnel, reinforcing their knowledge about the contracting process ; to the User Area, providing them with training on contracting issues to avoid delays or delays due to ignorance of them; and regarding the Administrative Procedure, establish waiting limits in some activities to optimize the time to carry out daily activities.
