Abstract
RESUMEN
El Centro Nacional de Planeamiento Estratégico (CEPLAN), es el ente rector del Sistema Nacional de Planeamiento Estratégico (Sinaplan), tiene la facultad de precisar los procedimientos, conceptos y herramientas metodológicas del proceso de planeamiento estratégico a través de la Guía metodológica de la fase institucional del proceso de planeamiento estratégico que orientan a todas las entidades de la administración pública.
La presente tesis, tuvo como fin formular una propuesta de Plan Estratégico Institucional para la Universidad Nacional Intercultural de la Amazonía. Siguiendo la guía metodológica de la fase institucional del proceso de planeamiento estratégico, del Centro Nacional de Planeamiento Estratégico (CEPLAN).
Los principales resultados encontrados fueron: primero la importancia del planeamiento estratégico, que ayuda a predecir cuales serían los diferentes escenarios a los que podría enfrentarse la Universidad Nacional Intercultural de la Amazonía, y así poder tomar decisiones sobre lo que se quiere en el futuro. Aquí se involucran todas las áreas de la universidad, desde las académicas hasta las administrativas.
Como segundo resultado del análisis del diagnóstico situacional del medio externo se identificó dos tendencias muy importantes, de acuerdo a CEPLAN. La tendencia poder y gobernanza, aquí se analizó que factores tales como la mejora de la calidad educativa, contribuirán en la gestación de un escenario de gobernanza más eficiente e inclusivo.
Por otra parte, la Universidad Nacional Intercultural de la Amazonía tiene que adecuarse a los continuos cambios en el mercado laboral y formar profesionales de calidad.
Otra tendencia global que se analizó fue el Empoderamiento del ciudadano que tiene su explicación en las mejoras en el acceso y la calidad de la educación, la disminución de la vulnerabilidad de la población y la masificación del internet. En el caso de la Universidad Nacional Intercultural de la Amazonía, mediante el análisis de oportunidades, se identificó que; a través de las TIC se ayudará al desarrollo de todos los niveles de la universidad, al dotarlos de herramientas que mejoren su eficiencia y eficacia.
Del análisis interno se identificó dos debilidades muy resaltantes: carencia de docentes indígenas expertos en tratamiento de lenguas y culturas amazónicas, que hablen las lenguas originarias de los estudiantes en el proceso académico. Esto demuestra que, existe una brecha de comunicación entre el docente y el estudiante y otra debilidad es que el 90% de los docentes no cuentan con el grado de Maestro y no manejan métodos didácticos adecuados a la enseñanza universitaria intercultural.
Todo esto refleja en el aprendizaje del estudiante; el cual no es de calidad. Como tercer resultado se realizó la articulación del PEI al PESEM educación, identificando el objetivo

N° 2 que tiene que ver con la educación superior universitaria y como último resultado la elaboración del PEI de la UNIA desde la misión institucional, objetivos estratégicos institucionales con sus correspondientes indicadores y metas; así mismo se identifican las acciones estratégicas institucionales y se construyó una ruta estratégica institucional.

ABSTRACT
The National Center for Strategic Planning (NCSP), is the governing body of the National Strategic Planning System (NSPS), has the power to specify the procedures, concepts and methodological tools of the strategic planning process through the Methodological Guide for the phase of the strategic planning process that guide all public administration entities.
The purpose of this thesis was to formulate a proposal for an Institutional Strategic Plan for the National Intercultural University of the Amazon. Following the methodological guide of the institutional phase of the strategic planning process, of the National Center for Strategic Planning (NCSP).
The main results found were: first, the importance of strategic planning, which helps to predict what would be the different scenarios that could be faced by the National Intercultural University of the Amazon, and thus be able to make decisions about what is wanted in the future. Here all areas of the university are involved, from academic to administrative.
As a second result of the analysis of the situational diagnosis of the external environment, two very important trends were identified, according to NCSP. The tendency to power and governance, here it was analyzed that factors such as the improvement of educational quality, will contribute in the gestation of a more efficient and inclusive governance scenario.
On the other hand, the National Intercultural University of the Amazon has to adapt to the continuous changes in the labor market and train quality professionals.
Another global trend that was analyzed was the Empowerment of the citizen that has its explanation in the improvements in the access and the quality of the education, the diminution of the vulnerability of the population and the massification of the internet. In the case of the National Intercultural University of the Amazon, through the analysis of opportunities, it was identified that; through ICTs, the development of all levels of the university will be assisted by providing them with tools that improve their efficiency and effectiveness.
From the internal analysis, two very important weaknesses were identified: lack of indigenous teachers who are experts in the treatment of Amazonian languages and cultures, who speak the original languages of the students in the academic process. This shows that there is a communication gap between the teacher and the student and another weakness is that 90% of teachers do not have a Master's degree and do not use appropriate didactic methods for intercultural university teaching.
All this reflects on the student's learning; which is not of quality. The third result was the articulation of the ISP to the PESEM education, identifying the objective N ° 2 that has to do with university higher education and as the last result the preparation of the ISP of the UNIA from the institutional mission, strategic institutional objectives with their corresponding indicators and goals; Likewise, institutional strategic actions are identified and an institutional strategic route was built.
