dc.description.abstractLa presente tesis desarrolla los aspectos más relevantes de las relaciones interinstitucionales sobre la Universidad Nacional de Trujillo (UNT) durante el periodo 2020. En un primer capítulo, se desarrolla las nociones generales del Derecho Internacional Público, precisándose los cambios que se han generado con la aparición de nuevos Sujetos de Derecho Internacional, y de como ha impactado en la necesidad de vincularse a nivel interinstitucional, es decir, el cambio de paradigma estatocéntrico de las relaciones internacionales hacia uno interinstitucional. En un segundo capítulo, se desarrolla la idea de Administración Pública, desde su génesis en la ciencia de la Administración hasta su independización de esta, con la finalidad de conocer si la Universidad Nacional de Trujillo (UNT) pertenece a la Administración Pública en el marco de la Ley N° 27444 – Ley de Procedimiento Administrativo General. Y, como último capítulo, el desarrollo del acuerdo interinstitucional como forma de vinculación entre la Universidad Nacional de Trujillo (UNT) y órganos gubernamentales extranjeros u organizaciones internacionales, en el marco del Decreto Supremo N° 031-2007-RE.
dc.description.abstractABSTRACT This thesis develops the most relevant aspects of inter-institutional relations on the National University of Trujillo (NUT) during the 2020 period. In a first chapter, the general notions of Public International Law are developed, specifying the changes that have been generated with the appearance of new Subjects of International Law, and how it has impacted the need to link at the inter-institutional level, that is, the change of state-centric paradigm of international relations towards an inter-institutional one. In a second chapter, the idea of Public Administration is developed, from its genesis in the science of the Administration to its independence from it, in order to know if the National University of Trujillo (NUT) belongs to the Public Administration in the framework of Law No. 27444 – General Administrative Procedure Law. And, as a last chapter, the development of the inter-institutional agreement as a form of link between the National University of Trujillo (UNT) and foreign government bodies or international organizations, within the framework of Supreme Decree No. 031-2007-RE.
