dc.descriptionABSTRACT The purpose of this research was to explain the administrative factors that limit the management of the institutional control body in the Regional Government of La Libertad, as well as to elaborate a proposal to improve the management of said body that allows to guide efficiently and effectively its functions. For this purpose, a descriptive non-experimental cross-sectional research design was used, likewise, a sample “made up of 30 workers of the Institutional Internal Control Body of the Regional Government of La Libertad and related offices was used, to whom it was applied the instrument called “Management evaluation scale of the institutional control body” that measures the quality of the management of the OCIs through four dimensions: Human Resource Management, Logistics Management, Budget Management, and Autonomy. According to the results, the level of quality of the management of the Institutional Internal Control Department of the Regional Government of La Libertad is medium, evidencing the presence of the following factors that limit the exercise of the functions of said body: inadequate allocation of personnel, little specialized training and training for personnel, limited operational capacity, low budget allocated, and political interference of the entity's officials; aspects that jeopardize the effectiveness of government control in the Regional Government La Libertad.es_PE
dc.description.abstractRESUMEN La presente investigación tuvo como propósito explicar los factores administrativos que limitan la gestión del órgano de control institucional en el Gobierno Regional de La Libertad, así como elaborar una propuesta de mejora de la gestión de dicho órgano que permita orientar con eficiencia y eficacia sus funciones. Para dicho fin, se utilizó un diseño de investigación no experimental descriptivo de corte transversal, asimismo, se utilizó una muestra “conformada por 30 trabajadores del Órgano de Control Interno Institucional del Gobierno Regional De La Libertad y oficinas relacionadas, a quienes se le aplico el instrumento denominado “Escala de evaluación de la gestión del órgano de control institucional” que mide la calidad de la gestión de los OCIs a través de cuatro dimensiones: Gestión del Recurso Humano, Gestión Logística, Gestión Presupuestal, y Autonomía. De acuerdo a los resultados, el nivel de calidad de la gestión del Órgano de Control Interno Institucional del Gobierno Regional De La Libertad es medio, evidenciando la presencia de los siguientes factores que limitan el ejercicio de las funciones de dicho órgano: inadecuada asignación de personal, poca capacitación especializada y entrenamiento para el personal, limitada capacidad operativa, exiguo presupuesto asignado, e interferencia política de los funcionarios de la entidad; aspectos que ponen en riesgo la eficacia del control gubernamental en el Gobierno Regional La Libertad.es_PE
