dc.descriptionThis thesis has been conducted in city of Huamachuco, La Libertad, Peru; its main objective is "to determine how it relation the institutional strengthening Management of Public Safety in the Provincial Municipality Sanchez Carrion, Huamachuco". After reviewing the problematic reality, has formulated the research question: How does the institutional strengthening relation on the Management of Public Safety in the Provincial Municipality Sanchez Carrion, Huamachuco, 2015?. Data collection was based on two populations: 90 workers in the area of public safety and 32 representatives of neighborhood councils and urban rounds; for being small towns these same samples have been considered. Has been revised information on the subject on secondary sources, official data have been obtained from the entity, and applied the respective surveys. According to the results, and following the scientific method has been performed the analysis and discussion, getting to demonstrate the validity of the hypothesis which states that : " The Institutional Strengthening, positive relation on the Management of Public Safety in the Provincial Municipality Sanchez Carrion , Huamachuco, Year 2015" . Finally they formulated the conclusions and recommendations. The main conclusion states that the current management of Public Safety qualifies "medium" level, whose indicators are strengths (03), weaknesses (02) and medium level (01). It is therefore recommended to raise the Institutional Strengthening of the municipality; overcome the lack of material, technological and human resources; and improve management in order to overcome the weaknesses observed through: promoting greater participation in the budget process, improve the level of coordination with other public entities, and enhance the exercise of their autonomy, in practical terms.es_PE
dc.description.abstractLa presente tesis se ha realizado en la ciudad de Huamachuco, Región La Libertad, en Perú; su principal objetivo es “determinar cómo se relaciona el Fortalecimiento Institucional en la Gestión de la Seguridad Ciudadana en la Municipalidad Provincial Sánchez Carrión, Huamachuco”. Después de revisar la realidad problemática, se ha formulado el problema de investigación: ¿Cómo se relaciona el Fortalecimiento Institucional en la Gestión de la Seguridad Ciudadana en la Municipalidad Provincial Sánchez Carrión, Huamachuco, año 2015?. La recolección de datos se ha basado en dos poblaciones: 90 trabajadores del área de seguridad ciudadana y 32 representantes de juntas vecinales y rondas urbanas; por ser pequeñas poblaciones estas mismas se han considerado como muestras. Se ha revisado información sobre el tema en fuentes secundarias, se han obtenido datos oficiales de la entidad, se han aplicado las encuestas y la entrevista al Jefe de Seguridad Ciudadana. De acuerdo a los resultados obtenidos, y siguiendo el método científico se ha realizado el análisis y discusión, llegando a demostrar la validez de la hipótesis que establece que: “El Fortalecimiento Institucional se relaciona positivamente en la Gestión de la Seguridad Ciudadana en la Municipalidad Provincial Sánchez Carrión, Huamachuco, Año 2015”. Finalmente se han formulado las conclusiones y recomendaciones pertinentes. La principal conclusión establece que la actual Gestión de Seguridad Ciudadana califica a nivel “medio”, cuyos indicadores son: fortalezas (03), debilidades (02), y a nivel medio (01). Ante ello se recomienda elevar el Fortalecimiento Institucional de la municipalidad; superar las carencias de recursos materiales, tecnológicos y humanos; así como mejorar la gestión que permita superar las debilidades observadas a través de: promover una mayor participación en el proceso presupuestario, mejorar el nivel de coordinación con otras entidades públicas, y potenciar el ejercicio de su autonomía, en términos prácticos.es_PE
