Abstract
En la actualidad el Sistema Integrado de Administración Financiera para Gobiernos Locales (SIAF-GL), es una herramienta importante, de uso oficial y obligatorio en todas las instituciones públicas del estado peruano, desde su lanzamiento en 1999 a nuestro días, el sistema ha implementado una serie de módulos, entre los que destacan el módulo de procesos presupuestarios, modulo contable, modulo administrativo, modulo planillas, entre otros. La presente investigación tiene como propósito analizar la incidencia del Sistema Integrado de Administración Financiera para Gobiernos Locales (SIAFGL), en la eficacia de la gestión administrativa y financiera de las unidades administrativas de la Municipalidad Distrital de Pardo Miguel – Rioja – San Martín, utilizándose técnicas para recopilar información de los trabajadores administrativos involucrados en el manejo del aplicativo, a través de entrevistas y cuestionarios. En el transcurso de esta investigación, se ha determinado que las principales unidades de la entidad municipal carecen del aplicativo (SIAF-GL), conllevando a realizar malas prácticas administrativas y financieras, dificultando alcanzar un eficiente desempeño en las unidades. Asimismo se suma la deficiencia tecnológica instalada al no haber renovado sus equipos de cómputo y no contar con un servicio de internet adecuado, siendo estos últimos puntos de vital importancia por estar vinculados directamente a la ejecución del aplicativo. A pesar que esta entidad presenta deficiencias, ha logrado ordenar la gestión administrativa y financiera, permitiendo la fiscalización y cumplimiento de la Ley por los órganos rectores, es el caso de la unidad de Tesorería que aplica el procedimiento de pagos a través del (SIAF-GL), asimismo lleva un mejor control de los ingresos los cuales serán posteriormente invertidos, proporciona una visión global, transparente y permanente de la disponibilidad de los recursos financieros, brinda información útil, confiable y consistente para una mejor asignación de los recursos y toma de decisiones.
Description
At present, the Integrated Financial Management System for Local Governments (SIAF-GL), is an important tool, of official and obligatory use in all the public institutions of the Peruvian condition, from his launch in 1999 to our days, the system has implemented a series of modules, between which they emphasize the module of budgetary processes, countable module, administrative module, I modulate schedules, between others. The present investigation has as intention analyze the incident of the Integrated Financial Management System for Local Governments (SIAF-GL), in the efficiency of the administrative and financial management of the administrative units of the District Municipality of Pardo Miguel - Rioja - San Martin, being in use technologies for compiling information of the administrative workers involved in the managing of the applicative one, across interviews and questionnaires. In the course of this investigation, one has determined that the principal units of the municipal entity lack the applicative (SIAF-GL), carrying to realizing bad administrative and financial practices, impeding to reach an efficient performance in the units. Likewise the technological deficiency adds installed on not having had renewed his equipments of calculation and not having possessed a service of suitable Internet, being the latter points of vital importance for being linked directly to the execution of the applicative one. To sorrow that this entity presents deficiencies, it has managed to arrange the administrative and financial management, allowing the taxation and fulfillment of the Law for the governing organs, is the case of the unit of Treasury that applies the procedure of payments across the (SIAF-GL), likewise it takes a better control of the income which will be later reversed, provides a global, transparent and permanent vision of the availability of the financial resources, offers useful, reliable and consistent information for a better assignment of the resources and capture of decisions.
