dc.descriptionIn the present investigation used the qualitative methodology, his main aim is to analyse the implementation of politics and institutional programs that adopts the Municipality Provincial of Trujillo in relation to the protection of street animals during the year 2016, between the specific aims posed the following: analyse the scopes of the competition of the local governments protect to the street animals in base to the Law Nº 30407, the Law Nº 27596 and the O.M. N° 005-2013-MPT, determine the opinion of experts in the matter, determine the opinion of the population on the subject and, finally, like practical case, analyse the Sentence of the Constitutional Court relapse in the EXP. N.° 00983-2011-PC/TC. The type of investigation made was descriptive, of field and bibliographic. For the investigation considered like stage of study the Province of Trujillo, the area of analysis selected at random to 50 people around the Square of Arms, also considered interview to civil servants of the Municipality Provincial of Trujillo competent in the matter and to President of the Animal Advocacy Group. The results of this investigation and the discussions are result of the analysis of the data captured through the application of guides of interviews to the participants and the application of the surveys elaborated; as well as of the analysis and review of the valid legal rule. It is precise to highlight the importance of this thesis, the same that by his theoretical content and real data, constitutes a good contribution to new investigations; of the same way will allow to suggest to the authorities and population implement politics that contribute to guarantee the welfare of the domestic street animalses_PE
dc.description.abstractEn la presente investigación se utilizó la metodología cualitativa, su principal objetivo es analizar la implementación de políticas y programas institucionales que adopta la Municipalidad Provincial de Trujillo en relación a la protección de animales desamparados durante el año 2016, entre los objetivos específicos se plantearon los siguientes: analizar los alcances de la competencia de los gobiernos locales proteger a los animales callejeros en base a la Ley Nº 30407, la Ley Nº 27596 y la Ordenanza Municipal N° 005-2013-MPT, determinar la opinión de expertos en la materia, determinar la opinión de la población sobre el tema y, finalmente, como caso práctico, analizar la Sentencia del Tribunal Constitucional recaída en el EXP. N.° 00983-2011-PC/TC. El tipo de investigación realizada fue descriptiva, de campo y bibliográfica. Para la investigación se consideró como escenario de estudio la Provincia de Trujillo, el área de análisis se seleccionó al azar a 50 personas que transitaban por la Plaza de Armas, también se consideró entrevistar a funcionarios de la Municipalidad Provincial de Trujillo competentes en la materia y a la representante de la Defensoría de los Animales. Los resultados de esta investigación y las discusiones son resultado del análisis de los datos capturados a través de la aplicación de guías de entrevistas a los participantes y la aplicación de las encuestas elaboradas; así como del análisis y revisión de la normativa legal vigente. Es preciso resaltar la importancia de esta tesis, la misma que por su contenido teórico y datos reales, constituye un buen aporte a nuevas investigaciones; de la misma manera permitirá sugerir a las autoridades y población implementar políticas que contribuyan a garantizar el bienestar de los animales domésticos, principalmente, los callejeroses_PE
