Políticas gubernamentales implementadas por pandemia y su impacto en el Plan Nacional de Competitividad y Productividad, Perú 2020

Abstract
La presente tesis de doctorado en planificación y gestión se enfocó en investigar las
políticas gubernamentales implementadas durante la pandemia y su repercusión en el
Plan Nacional de Competitividad y Productividad (PNCP) de Perú 2020. Utilizando
una metodología descriptiva, cuantitativa y no experimental, se llevó a cabo un estudio
transeccional mediante observación y análisis documental, respaldado por una muestra
de conveniencia que incluyó 115 medidas de política gubernamental y 379 hitos del
PNCP. Los resultados revelaron que las políticas gubernamentales durante la
pandemia se centraron en áreas clave como Salud Pública y Atención Médica, Apoyo
Económico y Social, Educación y Cultura, Seguridad y Orden Público, Coordinación
Interinstitucional e Internacional, y, Comunicación y Transparencia. Además, se
demostró que, hasta abril de 2024, la mayoría de los hitos del PNCP se cumplieron en
una proporción superior a la media, destacando áreas como Infraestructura y
Financiamiento. La prueba de contraste para una muestra mostró un p-valor
significativo (p < 0,05), lo que llevó a la conclusión de que las políticas
gubernamentales durante la pandemia tienen un impacto considerable en el PNCP de
Perú 2020. Este estudio ofrece una contribución importante al entendimiento de la
interacción entre las medidas provisionales frente a crisis y estrategias para el
crecimiento a largo plazo, ofreciendo insights relevantes para futuras estrategias de
planificación y gestión en contextos similares.
This doctoral thesis in planning and management was aimed on the government policies implemented during the pandemic and their impact on the National Competitiveness and Productivity Plan (PNCP) of Peru 2020. Using a descriptive, quantitative and non-experimental methodology, it was carried out carried out a crosssectional study through observation and documentary analysis, supported by a convenience sample that included 115 government policy measures and 379 PNCP milestones. The results revealed that government policies during the pandemic focused on key areas such as Public Health and Medical Care, Economic and Social Support, Education and Culture, Security and Public Order, Interinstitutional and International Coordination, and, Communication and Transparency. In addition, it was shown that, until April 2024, most of the PNCP milestones were met in a higher than average proportion, highlighting areas such as Infrastructure and Financing. The contrast test for one sample showed a significant p-value (p < 0.05), leading to the conclusion that government policies during the pandemic have a considerable impact on the PNCP of Peru 2020. This study provides a significant contribution to understanding the interaction between crisis response measures and long-term growth strategies, offering relevant insights for future planning and management strategies in similar contexts.
