Abstract
La investigación tuvo como objetivo general analizar de qué manera las entidades de la
Administración Pública mediante los procesos de incorporación de personal vulneran el
sistema Administrativo de Gestión de Recursos Humanos, con el propósito de evaluar la
eficacia del Sistema Administrativo de Gestión de Recursos Humanos; así como los factores
que limitan el desarrollo del proceso de incorporación en el Sistema Administrativo de
Gestión de Recursos Humanos, y los lineamientos técnicos para garantizar el adecuado
proceso de incorporación de personal en las entidades de la administración pública. La
investigación se llevó a cabo utilizando el enfoque cualitativo, tipo básico, con diseño de
investigación descriptiva, y se trabajó con una teoría fundamentada. Para realizar la
recolección de datos, se consideró como técnica la entrevista y el análisis documental, los
cuales fueron aplicados mediante sus respectivos instrumentos a nuestros 9 especialistas,
expertos en la materia. Finalmente, de los resultados obtenidos se concluyó que, mediante
los procesos de incorporación de personal, las entidades de la administración pública
vulneran el Sistema Administrativo de Gestión de Recursos Humanos al inobservase las
reglas de ingreso a la administración, ya sea por desconocimiento, inobservancia, amiguismo
político, favorecimiento indebido o bajo la obtención de ventajas económicas.
The general objective of the investigation was to analyze how Public Administration entities, through personnel incorporation processes, violate the Administrative System of Human Resources Management, with the purpose of evaluating the effectiveness of the Administrative System of Human Resources Management; as well as the factors that limit the development of the incorporation process in the Administrative System of Human Resources Management, and the technical guidelines to guarantee the adequate process of incorporating personnel in public administration entities. The research was carried out using a qualitative approach, basic type, with a descriptive research design, and worked with a grounded theory. To collect data, the interview and documentary analysis were considered as techniques, which were applied through their respective instruments to our 9 specialists, experts in the field. Finally, from the results obtained, it was concluded that, through the personnel incorporation processes, the public administration entities violate the Administrative System of Human Resources Management by not observing the rules for entry into the administration, either due to ignorance, non-observance, political cronyism, undue favor or obtaining economic advantages.
